Here's a sloppy solution.

Have string attr "LinkInfo" with properties History/ChangeBars/ChangeDates
-
Have string attr-DXL "dxlLinkInfo"
-
Loops through outgoing links, generates a string of the number of links and the last modified date of the links

Set the output value
-
if we canWrite to attr "LinkInfo" then do so. Ths should trigger change bar updates if you changed any such links.

After modifying links, re-calculate all attr-DXL.
I wonder if you could use Suspect Links somehow.

BTW, this can be also done without a DXL.
On the formal module's menu bar do File->Module Properties... look for the Link History section at the bottom of the General-tab, and check the "Generate history for the creation and deletion of links" check box.
